2009 and the Protocols: From roadmap to rapprochement roadblock

Politically speaking, every move that took place in Armenia since September 1 (and some even before) of this passing year is viewed through the prism of the Armenia-Turkey foreign policy protocols.

Turkey's policy on ratifying protocols has shifted through reactions of Armenians in Diaspora. The Republic of Armenia could mitigate the consequences of her irresponsible foreign policy with respect Turkey by being the first to withdraw from protocols. Mr. Sargisian has sent protocols to the Constitutional Court of Armenia for examination of their constitutionality, something neither the terms of protocols nor the Constitution of Armenia requires. If this preceudre was reqiured, it should have completed before signing the protocols not after. If the Constitutional court found their unconstitutionality, the Republic of Armenia has two opitions. First, she must change her constitution which must be done through referendom. Most probabilty they will be rejected by the public. Second, Armenia can declare withdrawl from protocols without attempting to change her constitution. It seems that, Armenia was under a lot of pressure to sign these protocols before April 24, 2009 without finding out the constitutionality of the protocols. The Rrpublic of Turkey has Constitutional Court also. However, Turkey's parliment only must ratify the protocols not by its Constitutional Court.
