Consumer rights need protecting in Armenia, say local organizations.

this is unfortunately true, there needs to be a gradual cultural change. Tourism is a great potential for Armenia, and for that to happen the customer should always be right (not in the way discussed in the article, more customer-seller relationship). It takes time but hopefully the general public in Armenia will start picking it up.
