Election Day, 2 p.m. The 911 Vote: Sargsyan, Ter-Petrosyan in different moods at same station

In efforts to curb multiple voting, Decision 2008 voters have their passports stamped.

Both Prime Minister Serzh Sargsyan and his main opponent former president Levon Ter-Petrosyan voted today in Precinct 9/11.

As he voted, the PM joked with reporters who asked who would win today: “The impression is that you have just arrived in Armenia, because I have repeatedly spoken about who will win.”

Ter-Petrosyan’s mood was not as jovial, however, as his party has produced numerous reports that the vote is being illegally manipulated by the Sargsyan camp.

The former president said he has “concrete evidence” that pro-government factions have already tainted the vote.

Casting his vote, Dashnak candidate Vahan Hovhannisyan said his main hope is that the public “be able to say in one or two days that free and fair elections took place this time.”

Early reports cast doubt on whether Hovhannisyan’s hopes will be met . . .

• At Precinct 31/03 in the pro-Sargsyan city of Vanadzor an ArmeniaNow reporter witnessed voters being checked by list by party representatives before entering the precinct. Also, a brawl broke out among voters jostling for a place in line.

• A proxy for candidate Vazgen Manukyan reported that at Station 3/29 about 50 or more people voted at the same time, brought to the station from Vanadzor, Hrazdan, and the Akunk village of Kotayk province.

• A Ter-Petrosyan supporter reports that in the villages of Aknakhpyur and Lusakhpyur of the Tavush region army officers dressed in civilian clothes are sitting as observers, which is a violation of the Electoral Code. They are registered with Free Society Institute, a local observer organization.
