Election Day, 5 p.m. Problems North to South: Irregularities cited from Debed to Kapan

Central Election Commission officials are expected to announce the latest voter turnout information at 6 p.m. Meanwhile, news from Election Day continues to be filled with allegations of irregularities . . .

• In Kapan, an ArmeniaNow reporter saw uniformed policemen in Precincts 38/02 and 38/05. Policemen have no right to be in polling stations unless called by an election commission head.

• Also in Kapan, at Precinct 38/06 at least one voter arriving complained that someone had already voted using his identity. Officials in the precinct refused the man’s request to file a complaint with CEC.

• Elderly voters were brought free of charge via a minibus to Precinct 38/05 in Kapan. Asked by ArmeniaNow who had brought them, the voters replied “the driver”.

• Candidate Vazgen Manukyan’s campaign reports that soldiers were conducting “open” voting in Precincts 13/24 and 13/25 near a military hospital in the Erebuni district. The open voting – designed to allow others to see the vote – was in the presence of proxies for Serzh Sargsyan.

• Manukyan proxies also report that in Polling Station 13/09, certain people passed passports over the heads of a crowd to the polling booth and a little later had the passports sent back.

• Proxies for Manukyan also report seeing the same voters voting in both Station 13/10 and 13/09.

• According to a Manukyan’s rep in Sisian, in Polling Station 37/12 some voters vote with pens that they take out of their pockets. Though technically not illegal it raises suspicion that the voters intend for their marks to be checked by party overseers.

• Serzh Sargsyan’s campaign headquarters reported violations from Levon Ter-Petrosyan supporters. In particular, it is said that two proxies of the ex-president and current presidential candidate were present at Polling Station 5/20 in the Arabkir district of Yerevan. Accordingly, police expelled one of the proxies.

• Sargsyan’s campaign also reports that at Polling Station 31/69 in Lori region Ter-Petrosyan proxy Sargis Tamazyan threatened other members of the commission. He stated that “if anybody tried to prevent him from doing what he wanted, the end would be bad.”

• Residents in the village of Debed in Lori province have been encouraged to vote for Sargsyan. They have also been told that tiny cameras have been installed on voting booths so that their vote would be recorded.
