Protocol Process: Armenia-Turkey normalization discussed on sidelines of London conference
The details of FM Nalbandyan and US Secretary of State Hillary Clinton’s meeting in London have not been made public Also on Thursday, Nalbandyan met with US Secretary of State Hillary Clinton. The Armenian Foreign Ministry said the discussion also concerned the ongoing efforts in Armenian-Turkish normalizations known to be supported by the United States and the broader international community. Clinton reportedly reassured the Armenian FM that the United States will continue to support an Armenian-Turkish normalization without preconditions and a speedy ratification of the protocols signed by the two countries. And Nalbandyan, for his part, said that the recent ruling of the Armenian Constitutional Court only testifies to "the Armenian leadership’s commitment to the letter and spirit of the protocols." According to Turkish media reports, during Clinton’s meeting with Davutoglu, Ankara’s top diplomat raised his government’s concerns over the Armenian Constitutional Court’s decision in which the Turkish side sees “preconditions” and going against the “spirit and letter” of the protocols. In particular, it claims Armenia’s highest court was wrong to reference the Armenian Genocide in its opinion. (Overall, though, the Court found the Armenian-Turkish protocols constitutional.) Turkey earlier had raised its concerns to the United States and Switzerland, the broker in the rapprochement. It also indicated it wanted explanations from the Armenian side. Nalbandyan and Davutoglu already discussed the matter on the phone last week and shortly after that conversation Nalbandyan described the Turkish claims as “absurd”. Also last week, US Assistant Secretary of State Philip Gordon said in comments to RFE/RL’s Armenian Service that Washington regarded the Armenian Constitutional Court’s ruling as a “positive step forward in the ratification process of the normalization protocols between Turkey and Armenia” that “does not appear to limit or qualify them in any way.”
